Respectfully brought to the attention of
the Qr Mr Genl. Articles of necessity should be delivered to the proper
agent of this Dept, the question of freight to be settled afterwards. I

I have furnished the Ordnance Dept with a
car to be run between Clarksville & Richmond. If goods are sent out of
this car, it is the duty of the agent to present the Qr Masters
transportation ticket to each Railroad. If such ticket is not presented,
the RR Company is justifiable in retaining the goods till freight is
paid; freight without a transportation ticket is considered as private
and the last RR is responsible to the other RRd for the amt. Mason
