Feb 3 This paper has been handed to me for
an expression of opinion as to the importance to the Government of the
projected Rail Rd. It would certainly lessen materially the distance
from Richmond & Petersburg to the most productive corn lands of North
Carolina & thus render important assistance in supplying Genl Lee's
army. Moreover, there would be but a short distance between these cities
and the North Carolina RR where the track would be common to this route
& that by Greensboro & Danville. I would have no hesitation in saying
that this road ought to be built at once if iron could be procured
without affecting the efficiency of other important Roads. I fear
however this cannot be done, but will defer to the opinion of the
Engineer Bureau which is more immediately charged with such questions. A
