| Jan 27/65 Retd to Sec War. It is well known
to this Dept that transportation has not been efficiently performed, but
is hoped that a decided change is now being effected under the new
superintendent. It is proper to remark however that without additional
legislation it is impossible for this Dept to exercise proper control
