Respectfully retd to QM Genl. The cattle
lost from an opinion formed only on these papers should be paid by the
RR Co. The wheat is seems will be paid for as also should 1 cask 500
empty sacks but these sacks which are tied up in bundles and secured
only by a frail cord which after breaks in transportation should not be
chargeable to the RR Co. If Govt officers ship so careless & then the
correct number of packages are received & receipted for it is clear to
me that the carrier should be held harmless. |
