Owing to the encroachments of the enemy a
portion of the Norf & Pbg RR embracing the principal depots,
affording revenue to the Road had to be abandoned, and the interest of
the Company demanded a suspension of operations on that portion of the
Road which remained in the possession of the Confederate forces. |
The Authorities of the Government deeming
the Road necessary for Military Operations and tho?? of the Quarter
Master and Commissary Departments requested that the Company should
continue to operate the Road, and accordingly the Road has since been
worked principally for Government purposes. |
The charges for the services thus rendered
have been fixed with the view of remunerating the Company for the
expenditures incurred in continuing the operations of the Road. The
usual (Chattanooga) rates being inadequate. |

The within account
of the Norfolk & Petersbg R.Road for $11,200 has been audited and
the charges appear to me under the circumstances stated by the Master
of transportation of the Company, to be reasonable. The encroachments
of the enemy upon the Road came about to stop the running of it, and
it appears that it was continued for the benefit and at the
instructions of the Government. The ordinary rates would in my opinion
be inadequate. |
