I certify that the second installment of
the advance stipulated to be made to S B Lowe by contract with the
ordnance department of the C. S. A. has been judiciously expended in
"Labor Machinery Material & fixtures" necessary to
enable him to carry out said contract, if the Expenditures for
Provisions & forage are included in the a/c as
"Material"; if not embraced under that head then the money
has not been "judiciously" expended. |

When the Lowe contract was made, of Ala Geo & Tenn
the Chief of Ordnance ("of the second part") decided that
the purchase of supplies was contemplated under the ordnance.
