Colonel,
   I have been exclusively in the Transportation Department of our Army, since the commencement of the existing War and most of that time on the line of the Nashville & Chattanooga Rail Road Company. During most of the time stated, I have audited from time to time the Accounts of said Company, and am satisfied the Government could not use the road, if the Rolling Stock was given us, for less than the Government has paid it.
   The Superintendent regrets in the accompanying communication, that you instructed the chief quartermaster of this Department to continue to allow his company four (4c) cents per mile for each soldier transported on the Nashville & Chattanooga Rail Road.
   And, in view of the damage that Road has sustained, loosing in compliance with military order, several of its Locomotives and about Two Hundred our of Three Hundred cars -- as also in view of the high price for everything purchased by the company and for the service of its employees and the additional fact, that it has lost the benefit of all connecting Roads, and can now do nothing but a local business, if the cars were to be had, therefore I respectfully recommend that you allow the said Nashville & Chattanooga Rail Road Company four cents per mile for all soldiers transported over the Road during the year 1863.
