| Dear Sir, |
| The Bearer of this W. J. Mitchel was a
resident of New Orleans previous to my leaving at the time of the
Evacuation by the Confederate Army last April. |
| I am satisfied by the Recommendation which
he brings from our friends in the city that he is a loyal citizen of the
Confederacy. If necessary you will show this to Genl Pemberton as a
recommendation to aid and facilitate Mr Mitchel in his effort to go to
the City of New Orleans. |
| Yours very Respectfully |
| H. J. Ranney {President,
New Orleans, Jackson & Great Northern RR} |
| I concur in the above |

| Genl Supt |
| H. J. Ranney is well known to me & I would give full
credit to any statement made by him. |
