Learning that there is some misconstruction of the
rules regarding shipments of wheat and flour over your road Genl
Pillow reqmends me to say to you that the prohibition does not
extend to wheat and flour grown south of the road. Where you are
fully satisfied that a person presents for shipment wheat on four
made of wheat that was raised south ot the road you will permit it
to be shipped to Memphis or any other point desired by the shipper.
