This contract between the Govt. & the
Miss. & Tenn. R. Rl Rd has proved advantageous to the Govt.
Through it we have been able to procure valuable stores which, without
this transportation, could not have been secured. It has also served
other useful ends. The Company is "poor," and I was notified
that unless the Bills were promptly paid, the work could not be
continued. Application was made to Maj. Mims, Chf Q. M. Miss. to pay
the bills as they were presented, but he declined to do so, for want
of funds. I, there fore felt it necessary to pay the bills, and though
frequent application has been made by me, I have never been able to
have the amounts thus paid refunded by the Qr Mr Department. |
