| The bearer of this A S Gaines Esq desires
to obtain a Captaincy in the Corps of Engineers provided for under the
late act of Congress. |
| Mr Gaines is a Civil Engineer by
profession and has been for years engaged in the construction of Rail
Roads in this State & ??? ??? has had commendable practicable
experience in his profession. |
| I know of no man of better habits or
higher moral character and I have no doubt should he obtain the
position he seeks that he would discharge its duties with advantage to
the service and honor to himself. Hoping you may find it consistent
