Dear Sir,

If you will receive the Cars -- now on the {Virginia}
Central and
O&A {Orange & Alexandria} RRds at Richmond in just such order as I find them I will
consent to have them delivered, but, I cannot assure to deliver them in
good order, or collect them, unless you receive them as fast as I get
them to Richmond.

I am willing for a Board of Survey to examine them -- &
say -- what it will cost to put them in order & take your receipt,
stating exactly the condition of the cars & the opinion of the
Board of Survey.

If you agree to this Telegraph me here & I will put a
man to the work.
