Whereas there is now deposited in the vicinity of the City of New
Orleans in the State of Louisiana a large amount of Rail Road iron the
property of Citizens of the State of New York one of the States of the
United States of America, and whereas there is also on board of the
steam boat now upon the waters of
the Mississippi River {lost in the fold of the
page} of Louisiana another large lot of
Rail Road Iron, also the property of the same Citizens of the said
State of New York. Said Rail Road iron was originally shipped to the
city of New Orleans to be used in the construction of a Rail Road
incorporated by the State of Texas under the name and style of the
Memphis & El Paso Rail Road {Memphis,
El Paso & Pacific RR}, and whereas the contract upon which
said iron was shipped by said owners in the State of New York has been
rescinded or repudiated and the property in said iron is now in the
said citizens of the said State of New York, Alien Enemies of the
Confederate States of America and the Citizens of Each and all of the
States comprizing said Confederacy.

Therefore, Be it Resolved that the
Committee foreign affairs be authorized to inquire into the expediency
of reporting a bill authorizing the confiscation of said lot of Rail
Road iron on deposit near the City of New Orleans in the State of
Louisiana, and also to report as to the expediency of authorizing the
issuances of a special bond to G. W. Kasing master of the steam
boat R. W. McRae a boat of 323 tons burthen plying as a regular
packet between the ports of New Orleans and Shreveport in the State of
Louisiana to seize upon and capture said steam boat and her cargo of
Rail Road iron said iron when captured to be held for the benefit of
said Memphis & El Paso Rail Road in the State of Texas. |
