Dr Sir,
Yours of the 24th to President Goodman has just been received and handed to me for reply in his absence. The enclosed table marked "C" {not found} will give you all the desired information relative to the length of our main line, the number & length of our sidings & their locations. We have turntables at the following Depots: Jackson, Holly Springs, Water Valley, Grenada, Daiden, Durant & Canton. The one at Durant is too short to turn without uncoupling Engine & tender and turning them separately.

This is an true statement of our Engines and their Condition.
Table "R" is our report for Rolling Stock last year. I can say nothing about our cars now as we know nothing of their whereabouts. They have been taken off onto other roads at all kinds of the ?????our consent or knowledge until all we know of them is we have none of them at home. Our cars are scattered over Tennessee, Georgia, North & South Carolina, Virginia, Louisiana & Kentucky and probably Alabama. The Miss Central is ??? of her stock of cars and made to do the work of other Roads, to her loss & their great gain. I do hope this thing may be changed. Everything we can do to aid the Govt we will do, but we must protest against other roads being allowed to hold back their stock and ours made to supply its place over their own tracks. We are now unable to do any business ??? beyond our h??s trains. Another thing I feel constrained to protest against when we send our cars to ??? the Govt, other Roads should not be allowed to use them for their own private purposes. Our cars have been taken to Corinth with Govt freight then compelled to and used by other Roads to haul wood and that too when dozens of their own cars were standing idle & empty on their side tracks. This has been done with in the last few days. We protest against such treatment, and as we deliver the rolling stock to you, call upon you to protect us against such vandalism. We will furnish the Govt as long as we have any but  when Govt has done with them let them be returned.
Respectfully
E. D. Frost
