Dear Sir,
   I have been informed that the C. S. Congress has by Law authorised an exchange of cotton for articles of necessity.
   I am in great need of supplies for this road in fact I do not know that I can repair it without obtaining some and certainly I cannot keep it in a safe condition or the engines in running order without materials for repairs and mechanics to do the work.
   I desire to know if you will authorise me to obtain the supplies I need and export cotton to pay for the articles I may obtain, and grant the cotton and articles in transit protection from the C. S. forces.
   I am also informed that contracts are made to obtain army supplies from beyond the Confederate lines to be paid for in cotton when delivered at a price named for the articles introduced and cotton to be delivered.
   Presuming that to be so I desire to know should you grant my first request if you will allow me to enter into an engagement to bring in supplies for the army under the same conditions and restrictions and at same prices granted to others. It is possible I can supply a considerable amount of provisions and clothing but am unwilling to stipulate for any quantity only such as I can supply.
   Will you forward me by an immediate reply by telegraph or otherwise.
