   In designing the general arrangement of this Armory I contemplated the introduction of a branch track or siding from the line of the Macon & Western R. R. which passes in front of the Armory buildings. I have delayed the execution of this part of the work, in order that I might fully consider the subject, with a view to deciding upon the best plan which could be suggested. I have arrived at my conclusions on the subject, and beg leave now to respectfully submit the tracing enclosed herewith which illustrates the designs I wish to carry into effect in this connection. I propose the introduction of a switch at a point indicated at A. on the plan and the laying of a track from that point along side of the M&W R. R. track as far as the point indicated at B. and the introduction of a second switch, in this branch track at C. from which point the track will be continued back into the Armory grounds in the manner indicated on the plan. From the point C. into the Armory grounds a cutting of considerable depth will be necessary but I will require the earth taken out of this cutting for filling in the Armory grounds.
   In order to carry into effect this arrangement it will be necessary to acquire from the city of Macon by purchase some additional land. Block 49 indicated by the letters B. C. D. H. now belongs to the Govt. and Armory and in connexion with the purchase of land for the branch track I propose to purchase the additional land, included in the tract indicated by the letters A. C. E. F. G. A. on the plan, and by this means enlarge the area of land on which to locate Officers' Quarters, acquire the right of way for the branch track; and establish better boundaries to the Govt. land. There will then be two wide struts on two sides, and a deep cutting on the third side. As the Govt land is now bounded and defined (Block 49) parties may purchase the fractions adjoining of Blocks 50 & 52 and establish thereon what might prove to be nuisances eventually. I think it very desirable that steps should now be taken to prevent such a contingency in the future, and as the right of way for the proposed track must be acquired by purchase I strongly recommend the purchase at the same time of the land adjoining Block 49, amounting in all to 5 25/100 acres, to be yet acquired. I have confered with the Mayor and Council of Macon, and they have not only agreed to all my plans, but offer to sell the desired land at the same price I paid for Block 49, viz. $2000 per acre. I therefore respectfully request authority to purchase the 5 25/100 Acres of land herein refered to and described at the price of $2000 pr acre, and as I desire to avail myself of the earth to be removed from the cutting for the track at once if possible, I respectfully request an early consideration and decision upon the subject.
