| I have the honor to recommend
Capt. W. B. Richards A. Q. M. for promotion to a Majority. |
| Capt. Richards has been for
the past four months under my orders for the most of that time, and has
well performed any duty assigned him. He is one of the oldest Asst. Qr.
Mas. in service, and from his service and ability is well qualified to
fill a higher and more important position. |
| Capt. Richards services in
saving of the U. S. Govt property, engines, wheels, &c left in the
neighborhood of Manassas, and in building the bridge over the
Rappahannock are of great importance, and he has performed with energy
and ability. |
