My friend Lt Jas J. Davis of the Engineer
Troops desires the appointment of 1st Lieut in the Engineer Corps. It
affords me pleasure to testify to the worth and excellent standing of
Lieut Davis as a gentleman and an officer. Having served in my corps as
a civil Engineer I am enabled to speak of his experience and acquinments
as an Engineer. In my opinion he is well qualified for the place sought,
and if it shall please you to appoint him. I feel the most implicit
confidence that you will be pleased with Lt. Davis as a member of your
