Dr Tin Tinces,
My last of the 20th ult. there has happened some events here which have obliged me to take information about the possibility of purchasing coal up the Rail Rd. Coal can be purchased at about $60 no/100 per ton, delivered at the Rail Road stations, and transportation can be obtained from the Q. M. if the coal is for a Govmt. shop. Could you not see Col. Rains and tell him that you will enable him to get coal in large quantities if he will give you some authority to get your coal through at the same time as his.
Maj. Hunt is quarreling with the contractor who are furnishing coal to the N. & M. Bureau and the result is that we cannot get any coal from that Bureau. If we want any we have to purchase it at the mines and bring it down ourselves on the R. Road. There is a steamboat here at present to carry coal in bulk to Montgomery. All that Maj. Hunt does is to send some coal to Mobile for the Navy, and the other day he sent some 20 hhds. to the arsenal at Augusta. We are here 12 or 10 days waiting for coal and cannot get any. I got some time ago about 100 tons through to that Lt. Cunningham will not be any for some time. But I cannot but get mad when I think that Maj. Hunt is putting all kinds of impediments in the way of the contractors to keep them from filling their contracts. It seems as if he did not care if the shops and arsenals get any coal or not.
If you can obtain some kind of order from Col. Rains authorizing you to purchase coal for him and obtain transportation for it you can purchase coal at the mines and get it through consigned to Col. Raines at Augusta. If you cannot come here, I will be here for ????? {one line lost in page fold} assist you in getting it. All I want is the orders aforesaid and the money to pay for the coal. It is easier to get one hundred tons (100) through than fifty (50) tons as the steamboat load is always 100 tons.
Yours Very Truly
H. Duparc
