Although it is
probable that recent events in E. Tennessee will, for the present,
prevent you from removing the iron from the Rogersville &
Jefferson R. R., yet, should it happen that future operation permit
you to resume this labor, I send enclosed, for your information &
guidance, an opinion of Judge J. A. Campbell, Asst. Secretary of War,
called for by your letter of the 16th ult. in regard to so exceeding
the law regarding impressments in all cases of a similar nature, as to
produce prompt results. |

which you have already secured can guide you in effectually carrying
out the views of Judge Campbell. |
