returned to Judge Campbell. As has been explained on several occasions,
Mr. Gaines' name is on the approved list for appointment as Capt. Engrs
P. A. C. S. as soon as a vacancy occurs. This is not now the case, nor
will it probably be until the more complete formation of Engineer Troops
will allow the promotion of some captains of the Provl. Engr. Corps to
the grade of field officers, thus creating vacancies in the Corps. It
will probably be some weeks yet, if not longer, before Mr. Gaines can be
commissioned. |
