| Your letter of April 28th. came to hand on
the 5th. inst. |
| When I wrote concerning the amount
retained to the Treasury your accounts had not been thoroughly examined,
the account current, only, having been looked at. |
| When money is transferred to another
officer or returned to the Treasury, the receipt or certificate of
deposit should not be numbered with the vouchers & entered in the
abstract, but should appear in the account current & attached to that
paper, thus |
| "March 31st To amt. retd to Treasury as per annexed
certificate," or |
| "March 31 To amt transferred to Capt. A. B. as per
annexed receipt." |
