Major General W. N. C. Whiting |
Commanding &c. Wilmington, N. C. |
|
General, |
The Hon. Sec. of War has
decided that it is not advisable to send Lieut. H. Bolton to Europe to
procure materials for the "construction of submarine mines in the
Cape Fear River." But he has decided to authorize the purchase of
the requisite materials through the agency of Capt. John Robinson of
the Engineer Corps now in Europe. Lieut. Bolton has therefore been
called upon to present a clear and complete statement of all the
necessary materials. |
Very Respectfully Yours, |
J. F. Gilmer |
Col. of Engrs. & Chf of Bureau |
