Sir,
   I am in receipt of a letter from Paris of Feby 24, 1864, informing me that my letter of the proceeding Oct. enclosing a copy of your contract with this Bureau had come to hand & beg leave to call your attention to the following extract from Mr. McRae's letter:
   "Messr Fraser, Trenholm & Co inform me that they have not as yet received any cotton to be applied to the payment of the iron referred to in the contract. But as Mr. Seixas informed in November last that the cotton was purchased & would be shipped, and Mr. Dudley at the same time making his order positive & has purchased the 1260 tons of Rails {about 12 miles, both tracks} according to the template furnished & that one third of it is now ready for shipment. One third will be ready in March, one third in April and all will be at Mr Dudley's disposal as soon as they are in funds, but that they understand it is not now contemplated to send the iron forward owing the war."
