| Your letter of March 2d has been received.
The objectionable vouchers referred to will be sent to the Auditor with
the balance of your accounts but I apprehend some difficulty in their
settlement. You should obtain, if possible, the certificate of some
disinterested person, to the loss of the level. That may help the
matter. |
| When payments are made to negroes for
extra work they should make their marks which should be witnessed or the
payments should be witnessed. |
| The rules of the Treasury Department
prohibit the accounting officers from allowing accounts signed by one
person for another without the power of attorney accompanies. |
