You may enter into agreements with the
Rail Road companies for the complete preparation of the Roadway --
including the delivery of crossties -- for the length of Rail Road
between Rome, Georgia and Blue Mountain, Ala. {the
Alabama & Tennessee River RR} making distinct stipulations
of the proposition of the loan to be applied to this part of the work,
the agreements to be approved, before binding the Government, by the
Secretary of War. |
The power of the War Department will be
extended to procure the requisite iron for the road. |
Your letter of the 3d inst. naming the
roads that can be despoiled of iron has been received and is under
consideration. |
