Captain,
   Your application of ____ date (the paper is not now in my possession) in which you ask that an order may be obtained from the Surgeon General to allow you to purchase medicines from the Medical Purveyor at Augusta for the Engineer Employees under your charge was duly received. The Surgeon Genl on reference to him, declined to furnish you, on the ground that the supply was very limited & retained for our Soldiers in the Hospitals required all that could be obtained. The matter being taken to the Hon. Sec. of War, the following endorsement was made by him addressed to the Surgeon General, which is communicated for your information.
   "In medicines cannot be supplied our of existing stores, they must be purchased. I wish it however hereafter understood that the Medical Dept is charged with the duty of providing medicines for the Negroes in Service to the Govt. as well as the Army, & that estimates & purchases should be made accordingly"

   Under the authority contained in the above endorsement you are authorized to purchase such supplies of medicines as are requisite for the Employees under your charge.
