Joseph T. Stone Esqr for appointment as Captain in the Corps of
Engineers, has been received. |
| The service & qualifications of Mr. Stone
are known and appreciated by the Bureau; but his claims to promotion of
meritorious officers already in the service render his appointment
{hole in paper}taining, under present
circumstances, impracticable. |
