Colonel,
Your telegram of today has just been received, and laid before General Johnston and in reply thereto, he instructs me to say, that in consequence of an understanding he had with the officers of the Road leading from Meridian to Demopolis, he directed that all persons furnishing negroes to work on Rail Roads in this Department would be credited for as much labor done for military purposes, and the owners of such negro labourers credited for it on account of military impresments. The same credit would be given for wagon and teams. No direct impressments can be authorised.
Very Respectfully Your Obdt Servt

Col. & Inspec. Genl.
