| I have the honor to report
that negro labor is imperatively needed in this department for
fortifications, repair of Rail Road and other necessary purposes. May I
request at your hands per order to Enrolling officers of this
district to expedite the conscription of negroes & to turn them over to
the Comdg of Negro labor, subject to orders from this Hd. Qrs. as soon
as placed in depots. |
