| X Having been informed at these Hd Qrs by
Lt Col Lea of the Engrs that drunkenness & disorder largely prenpil
amongst the employees & negroes to which last class is added desertion
of the Engr Dept at Victoria and vicinity & that the work of destroying
the R. R. to Lavaca {San Antonio & Mexican Gulf
RR} is thereby likely to proceed with dangerous sloth. |
| You are hereby directed to
interpose your authority and to restore order amongst the disorderly.
The complete destruction of the R. R. saving & removing only the engines
is an imperative & immediate order to necessity. |
