I enclose you a communication
which I have just received from the President of the Texas Rail Road
Cos, which will be presented to you by Col Sprague. Col Sprague has been
authorized by those companies to say that they will make the purchases
necessary for keeping their roads in repair and their running stock in
order provided the cotton used in payment is privileged to pass out
without coming under the Treasury regulations. It is of importance to
keep these roads in running order in a military point, especially so in
regard to the "Houston & Texas Central" and "Buffalo Bayou & Brazos
RRoads." |
It has heretofore been the
policies of the Govt to assist the Rail Road Companies and I believe
under proper restrictions it will be wisdom to authorize privilege asked
for by the Rail Road Companies. I respectfully submit the matter to your
consideration. |
