| Dear Sir, |
| I have received yours of the
29th inst. In a recent conversation with Genl Harllee on the subject of
the RR connection {Charleston & Savannah to South
Carolina RR}. I understood him to say, that the Governor and
council have invested Brig. Genl. Ripley, with all necessary authority
in the case. I considered this action of the Govr & Council as entirely
proper, the work to be effected, being principally for purposes over
which Genl Ripley as commander of Charleston Dist. would have direct
control. In regard to the labor question, I am informed by Genl Harllee
that it is not the intention of the Govt & Council to withdraw the
authority given me. |
