The Commanding General instructs me to enquire whether the
Port Royal & Barnwell Rail Road is now under construction, and also
whether there are any negroes engaged at work on it. If there are such
negroes hired by contractors and subject to impressment, and will be
impressed in the usual way, it being clearly evident that the rail road
above referred to cannot be completed until after the war for want of
iron. |
