   The breaks upon the Southern {(of Mississippi)} R. R. between this and Vicksburg at two points will I fear compel a resort to hand cars to transfer subsistence & ordnance stores across them, these supplies, as you are aware, are imperatively necessary at this time. And therefore, unless you ascertain to a certainty that the cars themselves can be moved across either by locomotives or by hand before another 24 hours, you will take measures to have a sufficient number of hand cars at the points referred to, derived from any source necessary to transport the supplies with the least possible delay. I have directed Dr. Emanuel V. P. S. RR that no passenger trains can be allowed to run on at present but that all transportation must be applied to stores. I have also directed these hand cars be sent to the obstructions for the object stated. I think you had better push forward the loaded cars as soon as you ascertain by telegraph that the obstructions can be get over in any way.
