| Enclosed you will find an order
relieving the employees of your road from future draft, until a
proper investigation of the matter can be made. As Genl Lee has
properly no control over the officers of the Conscript Bureau, he
requests that you will forward to him, as soon as possible, a
statement showing the number of employees upon the road, and whether
the number is in excess of the provision made by the Act of Congress
approved 17th Feby 1864. As you will see by referring to that act
application must be made to the Sec of War for any increase of the
number provided by law. |
