Sir, |
With regard to the negroes recently impressed by the
enrolling officer in Talladega County, Lieut. Genl. Taylor directs me to
state to you, that they were taken under orders from the Hon Secy of
War, and that as they were not at work on the R. R., or employed by the
Company at the time, they do not come within the purview of the order
relative to hands engaged upon the public works. The mere declaration of
planters that they were intended for the Railroad does not exempt them
from impressment. |
