The Lieut. General Comdg Dept Ala Miss & E La directs me to
authorize you, whilst the present pressure upon the Mobile & Ohio R. R.
lasts, to have freight transferred, in case of necessity, upon passenger
trains and pay passenger rates therefor. |

You are expected to exercise a sound discretion in the use
of the authority thus vested in you and only incur the additional
expense its use involves in cases where the interests of the service
will be promoted thereby. |
