Lieut Gen Taylor directs me to request you to advise him by
mail to Selma, in regard to R. R. transportation of horses. The Genl
wishes to break up entirely the system of carrying horses upon
railroads, except in cases where the exigencies of the service require
that rapid mode of transportation. He is not, however, clear how he can
correct the evil by such an order as was spoken of without taking from
District Comdrs the discretionary power in such matters, of detail,
which the good of the service requires should be left with them. Please
let me have your views in full, with all the facts you have bearing on
the subject, at your earliest convenience. |
