II Major Goodwin Q. M. Dept.
is detached for special duty and charged with the construction of the
Rail Road connection between Meridian and Selma, to which end he is
authorized to employ ample means for the completion of the work in the
least time practicable. He will call on planters adjacent to the line of
the work for labor, and if that labor shall not be promptly supplied, he
will impress the necessary slave labor from those engaged in the
cultivation of cotton beyond what may be necessary for home consumption
and seed, and if enough cannot be obtained from this source, then by
fair assessment upon the laboring forces of the planters on the route,
however employed. |
