Your letter of March 27th has
been received. I regret the delay which occurred in answering your
former letter. You must attribute it to the pressure of my
correspondence. I am sorry to say that military officers do sometimes
overstep the bounds of their proper authority and bring themselves
unnecessarily into conflict with their fellow citizens. Whenever this
comes under my notice I endeavor to remedy it so far as I am able. I
know no distinction between the soldier and the citizen when both are
laboring in the same great cause. I thank you and your officers for your
exertions in behalf of this army and for your readiness to respond to
its requisitions. |
