Maj Kernand, |

Dear Sir |
In consequence of the refusal of the
Auditing Officer of the Quarter Master Generals Department to allow
any claim for Transportation not required by a Quarter Master and our
frequent inability to procure such requisition although we held a
Commanding Officers order for it, I sometime since ordered the Agents
of the road not to forward Government Freights & our Conductors to
pass no one on Government account without a Quarter Masters
requisition for Transportation. The order of mine I understand to be
in strict accordance with the request of the Q. M. General. |
In regard to the Waggons & Teams
detained at Canton, they came there without notice or without
requisition -- on one Train & only one of them. The Agent of the
Road at that place Telegraphed here for instructions, |
