{From the minutes of the Directors' Meeting of the Richmond, Fredericksburg & Potomac RR, September 27, 1861}

 
   The President reported to the Board that having an opportunity of purchasing 150 tons of iron T Rails, much needed for repairing the track of the road, especially near Richmond, at $53.78 per ton delivered at City Point, which he considered a fair price, he had purchased them from James Dunlox of Petersburg, which purchase the Board then approved.
   The President also reported that in view of the very great addition made to the freight business of the Company and by the Government transportation and of the probable difficulty of procuring locomotives for some time he had made an arrangement with the Government of the Confederate States for the purchase of two locomotive engines taken from the Baltimore & Ohio and the Loudon & Hampshire rail roads to be paid for at a valuation by impartial arbiters in transportation to be done for the Government.
   Which was also approved by the Board.
   The President also reported to the Board that to accommodate the large quantities of freight belonging to the Confederate Government passing between Richmond, Fredericksburg and the Seat of War in Western and Northern Virginia and to avoid the destruction of this Company's cars engaged in transporting the same at the Junction or as far as practicable their transfer to other rail roads and at the same time to secure to this Company accommodation for its other freight business to and from the Junction; he had agreed with the Confederate States Government to erect at the Junction for the Government a freight depot for the Sum of $1,900, and that this Company will purchase of the Government at least one half of that building at half of its whole cost at the end of the existing war or whenever sooner this Company's business shall in its estimation require its use and the Government shall not need it; This Company meanwhile keeping the same in repair which agreement was also approved by the Board.
