My Dear Sir, |
Your favor of the 22d calling my attention
to the practice being introduced by the Government Agents, whereby our
Roads are being Chiseled out of their regular Frt rates by
indirections on part of these persons whether with a view to their own
individual benefit or for the gratification of idle authority I am not
by proper evidence prepared to indicate. But no matter how this is, it
is sure that an unrighteous and unwarrantable use and extension of the
terms upon which the Roads have voluntarily agreed to work for the
Government is being practices. |
In my opinion it was never designed that
our Roads should transport anything else. |

The Government might with Equal propriety sell orders
to all parties who freight by our Roads. The principle is the same. |
I will cooperate with you in any move to
correct this outrageous abuse of our liberality. |
Indicate the path to be pursued. |
