Governor,
   I have the honor to acknowledge receipt of your favor of the 17th inst. directed to Col. W. M. Wadley, whom I succeed, relative to the rates of freight for Government Transportation over the State Road of Georgia {the Western & Atlantic RR}. I would say in explanation of the refusal of Maj. Sehon to audit your accounts that he was not aware that any change had been made in your rates, and this Department was not aware that you desired any increase of your tariff. Col. Wadley declined to acquiesce in the action taken by the Augusta Convention but asserted that he would make arrangements with each Road separately, and thus far that promise has been made good to every Road that made application for advanced compensation. The failure on your part to make known your desires left me under the impression that the old rates yielded you sufficient profit to satisfy you on their fairness. Your letter undeceives me and I hasten to comply with your request. By this mail I write to Major Sehon instructing him to audit your accts. for Jany Feby & March at the established rates of the Augusta Convention.
   I would request that in the event of any difficulty pertaining to Rail Road matters you advise me, and I will promptly interpose to arrange it.
