Dear Sir, |
In compliance with your
instructions of the date of 11th ultimo, I proceeded to Richmond and
present to you the result of my efforts with the President and the
Departments of the Confederacy. |
The President & Secretary at
War, with great readiness adopted your proposition to form that portion
of West Florida East of the Choctawhatchee River, the Eastern part of
the State of Alabama lying south of Columbus on the Chattahoochee river,
and the southern portion of the State of Georgia, and Middle Florida
west of the Suwannee River into a new Military Department. They regarded
it as connecting together more intimately and making it one for purposes
of defence a people nearly contiguous and bounded by all the ties of
relationship & of common interests. |
In connection with the above
and scarcely of less consequence was the proposition to connect the
Savannah & Albany Gulf Rail Road at the nearest point (about 16 miles)
with the Pensacola & Georgia Rail Road, and also to have the former Road
completed from Thomasville to Bainbridge on the Flint river, a distance
of 36 miles, 20 of which being already graded. The Directors of the
Savannah Road proposed to execute their part of the work in their State
immediately if the iron could be procured. I herewith submit my
telegraphic communication to them and their reply to that effect. There
will be 8 or 9 miles in our State to complete the connection. The
President, the Secty of War and Genl Beauregard to whom all the subject
was submitted warmly seconded the proposition and proffered the aid of
the Government in its favors; I submit the replies of the Secrty of War
& Genl Beauregard to that effect, with this important work there the
facilities for the transfer of troops munitions of war supplies &c. to
and from the rivers about the Flint & Chattahoochee to every part of the
State by Rail Roads were there would be a surety and protection afforded
which would be attained in no other way. ***** |
