   Finding it impracticable to get through at Washington, and ascertaining also that the condition of the branch R. R. from Barnett on the Geo. R. R. to Washington is so bad that it can only haul a train of Four Cars at a time running very slowly. I have stopped the supplies at Barnett. I shall establish a Commissary Capt S. M. Colding Aer. at Washington, who can receive and ship from there to Abbeville as fast as Maj. Molley can take the supplies away with wagon transportation.
   I would further respectfully state that this post has issued in 6 days commencing 1st and ending 6th Feby over 20,000 rations daily, a very large proportion being to soldiers "en route" upon the orders of the Provst Marshall. Our supplies in Macon are stopped by the occupation of the supply train in bringing Soldiers' Baggage from the West and if this train is continued there will be but little surplus to forward to Columbia.
   I would further respectfully state that from information gained by me while in Wilkes County that a large amount of Tithes could be delivered on the road between Washington and Abbeville by the establishment of depots to receive an activity commensurate with the necessity on the part of the Collector of Tithes, a Dept not under my control.
   I propose leaving for Columbus Ga. tomorrow morning to arrange for having supplies ready for Maj. Mollen to bring over as the Empty Transportation separated{?} from the Army of Tennessee, if it touches at any of the points for accumulation as for assistance Macon.
   Should you desire me to remain here longer please advise me at the Planter Hotel.
