The following Special Order was read: |

Special Orders No. 2 |
IX Capt Wm Quish will proceed at once
towards Hardeeville and in cooperation with the officials of the C.
& S. R. R. will use every exertion in taking up the road between
Hardeeville & Grahamville & forward the iron to Columbia S. C.
where it will be handed over to the agent of the Engineer Bureau. |
Maj. Gen Wheeler will render all the
assistance possible to Capt Quish either in impressing negros, or
details from his command. |

After some interchange of views between
the gentlemen of the Board, the following Resolutions offered by Mr.
Bee were adopted. |
Resolved, That in consideration of the
existing lien of the State of So Ca upon the C&S Railroad in
virtue of her being the Security upon the Bonds of the Company to the
amount of $505,000, this Board does not conceive itself authorised to
make any voluntary disposition of the iron now being removed from the
road which will not eventually be applicable to the payment of the
Bonds referred to & the discharge of the lien of the State. |
Therefore Resolved, that the President be
instructed to sell promptly to such solvent Railroad Companies as may
be willing to purchase it, the iron removed & which may hereafter
be removed from the Road, taking the obligations of said Roads to pay
in Specie for the same at such time & at such price as may be
mutually agreed upon between them. |
Resolved, that the Commanding Gen. be
respectfully requested to use his efforts to protect the property of
the Company during its removal, and to aid as far as practicable in
effecting the object of the Company, as in increasing the efficiency
of other Roads, the interests of the Confederacy must necessarily be
promoted. |
Resolved, that the Commanding General be
furnished with a copy of the foregoing resolutions with the assurance
of the Board that their actions will be in the best interests of the
Company and the Confederacy. |
