   I beg leave to call your attention to a subject of vital importance to the people of this State. The vast amt. of Salt belonging to the State of North Carolina at Saltville, Va., I am afraid is destined to be of little use to us unless some aid is afforded by your Department. Nearly the whole locomotive power on the South Side & Tennessee R. Roads, I am informed, is controlled by the Government. And I am prevented from sending Engines & Cars from the Roads in this State, because of the gauge of the several roads is different. Under this condition of things, I am constrained to request you to give us some relief: either by furnishing Engines & Cars, or by making an exchange of some Engines fitted to the gauge of the Virginia Roads, for Engines in this State which can be turned over to your Agents at any moment in their place.
   The season is far advanced, and the condition of every class of our people will be truly deplorable, unless salt is brought to them. Independent of that, the supply for the Army, will be seriously diminished. A large amount of pork is now waiting for salt, to be packed, and unless it is received very soon, an immense loss will ensue, which in the end will be a Serious public calamity. I cannot therefore too earnestly impress upon you the importance of this matter; and the importance of prompt action in our behalf. The result will be of immeasurable benefit to our people and in the end, will be to the Government itself.
