   The bearer, Judge James Jackson, is instructed by me with important business of the State of Georgia at New Orleans. The military authorities of the Confederate States are requested to furnish him with any facility in going to and returning from New Orleans with such material for the State as he may have with him on his return. This certificate or letter of credit is given him because the Confederate government how has charge of the railroads and private persons are often detained by reason of the necessity of military transportation; but as the trip of Judge Jackson is connected with the military defenses of Georgia, and indeed essential to them, I trust the facilities herein asked for will be accorded to him; especially as I am affording to the Confederate authorities, not only facilities over the railroads belonging to Georgia, but giving up to their control the entire road.
   Given under my hand and Seal of the Executive Department the 27th day of March, 1862.
